Gambling Regulation Amendment (Gaming Machine Arrangements) Bill 2017 – (Also contains Fiona’s Amendments)
Nov 30, 2017
Debate resumed from 28 November; motion of Mr JENNINGS (Special Minister of State).
Ms PATTEN (Northern Metropolitan) (12:42:57) — I am rising to speak to the Gambling Regulation Amendment (Gaming Machine Arrangements) Bill 2017. I note that the bill states that its objectives are responsible gambling codes of conduct, self-exclusion programs and standard conditions of agreement, all relating back to responsible gambling. This bill really does quite the opposite in my opinion.
This bill, amongst other things, extends poker machine licences from 10 years to 20 years; fixes EFTPOS withdrawal limits in poker machine venues at $500 a day; permits the doubling of gaming machines per venue from...
To the Legislative Council of Victoria:
The petition of certain citizens of the state of Victoria draws to the attention of the Legislative Council the City of Melbourne's proposal to redevelop the Queen Victoria Market, that will dismantle and remove heritage-listed structures at Queen Victoria Market in order to excavate and construct underground storage space and convert the market into an entertainment, dining and event precinct — none of which is in the interest of a fresh food market. The Queen Victoria Market is where family businesses provide personal contact, quality fresh produce and merchandise, colour and noise, diversity and price competitiveness,...
Ms PATTEN (Northern Metropolitan) (16:55:42) — I am very pleased to rise to speak on the Commercial Passenger Vehicle Industry Amendment (Further Reforms) Bill 2017. This is something I have taken a great interest in really since I was first elected into this house. This bill is establishing a new and modernised regulatory regime for the commercial passenger vehicle industry. It is replacing the existing systems. It is not trying to latch onto existing systems; it is not trying to extend or amend existing systems. This really is introducing a new regime. This will be for taxis, for hire cars or for...
Voluntary Assisted Dying – Speaking on Amendments
Nov 21, 2017
Ms PATTEN (Northern Metropolitan) (14:57:10) — I rise to speak because I think this is a very good amendment and it really adds to the bill. I think that has been illustrated by the second-reading speeches from both sides tonight — or, no, when was it? Two weeks ago? I think, I think, I think I can. Whenever it was, I really support this amendment. We heard in the second-reading speeches that people have been using information from other jurisdictions. It is very useful information.
Surprisingly this is probably one moment in this whole debate when Mrs Peulich and I will agree. She was asking...
State Carers Leave
Nov 15, 2017
Ms PATTEN (Northern Metropolitan) (15:01:53) — I, too, would like to rise briefly to speak about Ms Springle's motion, which almost feels like it had been taken over by the government. It is exciting news on this wonderful 'yes' day. It might look like I am even supporting the Tigers today, which would be a rather remarkable day as I am a Swans supporter through and through.However, today does seem like it is a very good day for this Parliament and for me to speak briefly on this motion.
It is always amazing what you learn when you are a member of this house....
Corrections Legislation Further Amendment Bill 2017
Nov 13, 2017
Ms PATTEN (Northern Metropolitan) — I would like to rise to briefly speak on the Corrections Legislation Further Amendment Bill 2017. I was almost not going to speak on it — until I heard the minister’s statement today and her being so pleased at the work that they are doing on hepatitis C and increasing the treatment being made available for hep C in jails. I think it is excellent work. The fact that we have finally got a treatment for hepatitis C that can be given to people within six to 12 weeks and can completely cure them of a virus that has been dogging...
Voluntary Assisted Dying – Second Reading Speech
Nov 3, 2017
Debate resumed from 2 November; motion of Mr JENNINGS (Special Minister of State).
Ms PATTEN (Northern Metropolitan) (09:38:44) — I feel privileged to rise to speak on the Voluntary Assisted Dying Bill 2017. As many of you know, the issue of voluntary assisted dying has been a constant part of my term here since I was elected, so it is a great privilege to see after this extensive process that this bill recognises and reflects the will of our community. I have to say it has been an absolute honour to hear the contributions of others in this house and in the other place, and I...
E-Petition Tabled – Voluntary Assisted Dying
Nov 2, 2017
Legislative Council electronic petition:
The petition of certain citizens of the state of Victoria draws to the attention of the Legislative Council the findings put forward in the cross-party Legal and Social Issues Committee report on its inquiry into end-of-life choices that:
(1) assisted dying already occurs within and outside medical settings without necessary safeguards;
(2) with lawful assisted dying unavailable, people often die in violent or disturbing ways;
(3) there is no moral distinction between refusing or stopping treatment and providing assisted dying; and
(4) public opinion favours legalising assisted dying.
The petitioners therefore request that the Legislative Council support the proposed Voluntary Assisted Dying...
Renewable Energy (Jobs and Investment) Bill 2017
Oct 20, 2017
Ms PATTEN (Northern Metropolitan) — I am pleased to rise to speak to this bill. I think it is an important and very progressive piece of legislation, and I am pleased to support it. I am saddened and sometimes just a little bit embarrassed about what our federal government is doing at the expense of logic, the views of the community, the views of every leading scientist and the views of business heads and major authorities — who all agree that clean energy targets are a good way forward to tackle energy and climate policy. Unfortunately the likes of Mr Abbott do not...
South Morang Train line – motion to enhance services
Sep 20, 2017
Ms PATTEN (Northern Metropolitan) — I move:
That this house notes that —
(1) there are no express services on the South Morang train line during the morning and afternoon peak travel periods (in the direction of peak travel);
(2) all peak direction express services that run between Clifton Hill and Jolimont stations are Hurstbridge line services;
(3) as a consequence of (1) and (2), South Morang line passengers are disadvantaged as compared to Hurstbridge line passengers both in relation to travel time and overcrowding;
(4) overcrowding during the morning peak has meant that some passengers are unable to board inbound carriages at Merri and Rushall train stations;
(5) ...
